Health chiefs ask for contribution from Barlby housing scheme

Health bosses have asked for a contribution towards local GP services if plans for 29 new homes on the site of a former farm are approved.

A planning application has been submitted for housing on land at Turnhead Farm, in Barlby, near Selby.

Applicant Mulgrave Developments Ltd is looking to demolish the existing farmhouse and build a range of two, three and four-bedroom properties for the open market.

The homes would be set back from York Road with landscaping and trees to the front of the Site, with the aim of creating
a buffer between the site and the nearby A19.

Each home would have a private rear garden and drive with one or two parking spaces, while some plots would also have a garage.

Supporting documents submitted with the application to North Yorkshire Council say the existing access from York Road would be retained.

Existing public rights of way across the site would also be retained, but would be “enhanced and diverted to improve the synergy with the rest of the site”.

The applicant says the re-aligned footpath would act as a green corridor through the site.

The site is outside the settlement boundary for Barlby, but was earmarked for housing in the emerging Selby local plan before work on the document was stopped by North Yorkshire Council.

The supporting documents say existing trees and hedges would be retained as far as practicable, while the retention and improvement of the trees and hedgerows along boundaries and the public rights of way, will provide a net positive impact to the biodiversity and habitats on the
site.

It adds: “Further, whilst the Site does not constitute previously developed land it is extensively built up in character.

“Its redevelopment for housing purposes has got to be preferential to the development of greenfield land.”

In its response to the application, NHS Humber and North Yorkshire Integrated Care Board (ICB) said the development would add around 70 people to the local population and would increase demands on existing services.

The ICB has asked for a contribution of £34,380 towards a planned extension at Beech Tree Surgery in nearby Riccall to mitigate the impact of the occupants.
