North Yorkshire Police officer faces gross misconduct allegations

A North Yorkshire Police officer is set to face a hearing for alleged gross misconduct.

PC John Axcell is alleged to have breached the Standards of Professional Behaviours in relation to authority respect and courtesy and discreditable conduct.

There are four allegations in total. These are:

  • Between August 2023 and December 2023, despite being asked by a former partner not to make contact, PC Axcell persistently messaged, phoned, and left voice notes.
  • PC Axcell sent messages, phone calls, and voice notes from various messaging platforms including, WhatsApp, TikTok, Instagram, and Facebook messenger. The contents of the communications repeatedly asking his former partner to meet with him.
  • Having been blocked from contacting his former partner on various messaging platforms, PC Axcell created an alternative profile on TikTok, which he then used to continue to message.
  • PC Axcell’s behaviour caused his former partner to be in fear of him, and/or anxious, and/or alarmed, and/or distressed.

These allegations “are so serious that individually and/or cumulatively amount to gross misconduct,” the police say.

The gross misconduct hearing will be chaired by Assistant Chief Officer Sarah Jackson on Monday 9 March.
